Community Server treating regular players as reserved slots

Description

For the past couple days, the community server I staff on has been allowing players to join well over the normal number of slots allotted for regular players. We've had upwards to 133 regular players even before staff roles. And these players are getting into the server without any queue at all as if they had a reserved slot. When the server caps at 150, these same players are placed into a reserved queue despite not having reserved slots.

Now that we're hitting the cap of 150, we've reached a point where not even staff can get on without extensive queues, making it near impossible to manage the server.
