Mocking Cackle has an inverse effect, debuffs itself
Description
Mocking Cackle does not debuff enemies, instead it debuffs its user.
My friend who helped me test this bug's ID is: 653-167-456 (it would be nice if he got a BT as well if this report goes through).

Observed Result
Mocking Cackle is a call that reduces the bucking effectiveness by 50% for all enemies in close range. However, not only does the call not affect anything that you pounce on, it has an inverse affect and YOU take the debuff instead.
We discovered the self debuff when we were testing Strong Jaws bug on sarco, and we checked achi, because they have similar abilities that reduce bucking. I also did testing and noticed that the call doesn't even apply to other players.
Expected Result
Mocking Cackle should only debuff people outside of the group, not its user.
Steps to Reproduce
As an achillo, use Mocking Cackle. When a player pounces you (small raptor or rhamp), and you buck them off, they take even longer to be bucked. That is because you actually debuffed yourself, and instead of being bucked in 3 ish bucks, they can stay on for 5-6.
As an achillo, use Mocking Cackle. When you pounce on a player and they buck, you notice that their bucking effectiveness is still exactly the same.
