Solo quests stopping at 60%-80%

When solo questing at Impact Crater on Gondwa, theres frequently an issue where quests stop appearing despite the area completion percentage only reaching 60% or 80%.

This seems to happen particularly when playing solo. After completing the available quests, no additional personal quests appear which leaves the area incomplete and forcing me to travel elsewhere to continue questing.
